John Darby, professor of comparative ethnic studies at the University of Notre Dame's Kroc Institute & former senior fellow at the U.S. Institute of Peace, recommends addressing the concerns of victims during, rather than after, negotiations; otherwise, many people may feel alienated from the peace process. He also thinks that security-force reduction and removal of paramilitary weapons should occur at the same time (noting that the IRA's refusal to give up its weapons was a major barrier to Northern Ireland's negotiations for three years.)

Ha'aretzdaily.com is not a full translation of the Hebrew paper; it's a selection. It often omits certain items, certain columns, that Ha'aretz does not find "suitable" for foreign eyes, like the report I just mentioned. Another way to achieve the same hidden bias is by "nationalistically correct" translations.
