This morning, Israeli forces arrested LAW's executive director, attorney Shawqi Issa, who was on his way from Bethlehem to LAW's office in Ram. At 9.30 am at a checkpoint near the Palestinian village Hizma his car was stopped

This morning, Israeli forces arrested LAW's executive director, attorney Shawqi Issa, who was on his way from Bethlehem to LAW's office in Ram. At 9.30 am at a checkpoint near the Palestinian village Hizma his car was stopped. Israeli soldiers at the checkpoint took his identity card and kept him and a passenger waiting for two hours.

At around 11.30 the Israeli soldiers approached him again and claimed that his Westbank identity card was forged. He was then taken in a military jeep to an Israeli military base in the Israeli settlement of

Beit El. There, Issa was kept waiting for another hour in the sun. At around 12.30 he was told that he could go.

This is not the first time, Palestinian human rights defenders and lawyers have been harassed. On June 9, 2002, Israeli authorities arrested Ramzi Qunbar, who works as a fieldresearcher at LAW. That happened one day before, Israeli forces confiscated the Westbank identity card of LAW's field researcher Khawla Gazawneh near the Palestinian village of Rafat, east of Qalandia.

Earlier this year, Israeli soldiers injured Thoraya Alayan, who is a human rights defender at LAW, when they opened fire with rubber-coated metal bullets, high velocity bullets and teargas on Palestinian

demonstrators. Thoraya Alayan was hit in her chin by a rubber coated metal bullet.

LAW notes with concern that persons and organisations engaged in promoting and defending human rights and fundamental freedoms in the Occupied Palestinian Territories are facing threats, harassment and insecurity as a result of those activities.

Human rights lawyers for Palestinian detainees frequently have difficulty gaining access to their clients, and closures often keep Palestinian human rights workers and lawyers from traveling freely within the Occupied Palestinian Territories and Israel.

Moreover, Israel has failed and neglected to investigate complains of attacks against human rights defenders and to punish the perpetrators.

Commitment to the protection and promotion of human rights is incomplete without ending the culture of impunity.

Exposing human rights violations and seeking redress for them is largely dependent on the degree of security enjoyed by human rights defenders.

LAW calls on Israel to uphold and implement the UN Declaration on Human Rights Defenders (UNGA Res 53/144 of December 1998) and calls for an end

to impunity for human rights abuse. The international community must give due respect to the work of human rights defenders. Striving for effective means of protecting human rights defenders is recompense owed to them by the international community.
